The FTA and the Port Authority of New York and New Jersey (PANYNJ) prepared this Draft Environmental
Impact Statement (DEIS)
and Draft Section 4(f) Evaluation for the Port Authority Bus Terminal Replacement
Project. The FTA is the lead Federal Agency and the PANYNJ is the local project sponsor and joint-lead
agency for this project.
In the DEIS, FTA and PANYNJ evaluated two alternatives, the No Action Alternative and the Locally
Preferred Alternative. FTA and PANYNJ conducted a comprehensive alternatives development and
screening process that identified these alternatives for analysis in the DEIS. The Proposed Project, identified
as the Locally Preferred Alternative, would replace the existing Port Authority Bus Terminal in Manhattan,
New York with a new Main Terminal, a Storage and Staging Facility (SSF; also referred to as the West
Adjunct in the Final National Environmental Policy Act Scoping Information Packet), and associated ramp
infrastructure (collectively, the ”Replacement Facility”). To accommodate the new Main Terminal, a
portion of West 41st Street would be permanently closed between Eighth and Ninth Avenue. Two decks
over below-grade portions of Dyer Avenue and the Lincoln Tunnel Expressway would be constructed to
facilitate construction-period bus operations. These two decks, referred to as the “Dyer Deck-Overs,”
would be converted to publicly-accessible open space following completion of the Replacement
Facility. The Replacement Facility would be accompanied by private development to assist with funding.
The Replacement Facility, conversion of the Dyer Deck-Overs to publicly accessible open space, and
private development are referred to collectively as the Bus Terminal Replacement Project (the ‘Proposed
Project’).
This DEIS describes the potential social, economic, and environmental effects that may result from the
Proposed Project. Where adverse impacts are identified, potential measures to mitigate those effects are
described. The Draft Section 4(f) Evaluation documents the Proposed Project in terms of its compliance
with the requirements of Section 4(f).

Following the public comment period, FTA and PANYNJ intend to issue a single document that consists of
the Final EIS and Record of Decision (ROD) consistent with 49 U.S.C. § 304a(b) unless FTA determines that
statutory criteria or practicability considerations preclude issuance of such a combined document.
