1. Foreword
Flags are an important part of the identity of a country. They are a symbolic representation
of the country and its ideals. Flags aim to unite the people and act as an icon of the nation. The
flags of countries must be treated with respect.
The colors and symbols on each flag are illustrations of the ideals of a country and reflect
the history and pride of its people. Flags are used to represent nations at global events.
The aim of the CISM Flags Manual is to provide to all CISM members a necessary
consulting source applicable to the various CISM activities and events.
2. Flag Protocol
Although the protocol and military traditions of the country hosting a CISM event, CISM
protocol should be taken into consideration and shall be strictly carried out.
Great care must be taken to ensure that all flags are produced according to the specifications
regarding color, design and orientation.
The Local Organizing Committee (LOC) is responsible for ensuring that the flags
displayed and anthems played are accurate and reflect internationally recognized protocol. LOC
also manages issues such as damaged flags.
Flags protocol sets shall be positioned according to the CISM event and location. The table
and pictures below give more details:

2.1 Precedence of flags
The responsible for the protocol shall follow the order of precedence of flags:
1) Flag of CISM;
2) Flag of the host nation;
3) Flag of each country attending the event in French alphabetical order
2.2 Flag proportion
Flags are traditionally produced in many different sizes and shapes. However, flag protocol
dictates that when massed in a display, all flags should be identical in size, in order to avoid some
flags from standing out more than others and going against the CISM spirit, which promotes
equality and mutual respect amongst nations. Therefore, a standard 2:3 ratio (2 height x 3 length)
has been applied as the standard ratio for flags during the CISM events. The only exception to this
rule is the flag of Nepal (NEP), which has a unique shape.
3. Team welcome ceremonies
Each participating member nationā€™s flag will be raised to their respective anthem followed
by a short artistic programme and presentation (if applicable). During this ceremony, the CISM
flag will also be raised.
4. Flags displayed at Competition, Training and Non-competition Venues
When viewed from the front, flags should be displayed from left to right beginning at the
point of honor. In general, the point of honor is to your left when looking from the authorities
seating area towards the field of play.
All flags displays should begin with the CISM Flag, followed by the host nation flag and so
by the flags from countries attending the event displayed in French alphabetical order from left to
right. In general, all flags should be evenly spaced and displayed at the same level.

5. Flag Quality
The quality of the material of the flag has to be appropriate for its use. There are differences
to be considered for indoor or outdoor flags.
6. Opening and Closing ceremonies
CISM flag at the Opening Ceremony
At the CISM World Games opening ceremony, a CISM flag larger than any other flag will
be brought into the opening ceremony Stadium horizontally and paraded. It will then be hoisted
while the CISM anthem plays. The CISM flag must fly for the duration of the CISM World Games
on the most prominent flagpole in the stadium. The flag of host nation will also be raised during
the ceremony.
CISM flag at the Closing Ceremony
At the closing ceremony, the CISM flag is slowly lowered from the flagpole while the CISM
anthem is played.
Athletesā€™ Parade
For the Athletesā€™ Parade, the order of entrance of all competing member nationsā€™ flags is in
French alphabetical order. The flag of the host nation enter last.
7. Victory Ceremonies
Member nation flags corresponding to the athletes that win gold, silver and bronze medals
will be raised during the victory ceremonies. Only the anthem of the gold medalist(s) will be
played.
All flags, at both indoor and outdoor locations, will be raised in the horizontal format. Flags
will be raised in the following formation when viewed from the athletesā€™ position on the medals
podium:

a. Ties
If a tie occurs, two flags may be flown from the same pole during medals ceremonies. The
flags will be hung in alphabetical order from top to bottom. In the event of a tie, the following
scenarios describe how flags should be displayed on flagpoles or trapeze:

b. Double Bronze
For sports in which two bronze medals are awarded, like Wrestling, Taekwondo and Judo,
the flag corresponding to each bronze medalist will be displayed horizontally on trapeze, according
to the order shown in the official results report.
Note: Two flags should not be flown from the same pole under any other circumstances.
c. Sequence of the Victory Ceremony
All matters of protocol must be presented in two languages, except when the host countryā€™s
language is English. Announcements must be presented in this order: first in English, second in
the host countryā€™s language. All matters of protocol must be translated into English.
The victory ceremony shall follow the following sequence:
1) Master of Ceremony announces the beginning of the victory ceremony
2) Entrance of the Presenters and the CISM Medalists
- the medalists and the presenters are led and pre-set by hosts/hostesses (militaries or
volunteers).
3) Introduction of the CISM Medalists (from Bronze to Gold)
- The championsā€™ names and their countries are announced in the following order: the
third medalist, winner of the bronze medal is announced first, followed by the second, leading up
to the announcement of the first medalist, the gold medalist.
- As their names are announced, the competitors who are third, second and first,
wearing their military uniform (in strict accordance with the CISM Regulations), take their places
on a podium facing the official stand, with the winner slightly higher than the second-placed who
is on his/her right, and the third-placed who is on his/her left. The second and third-place podiums
are of equal height (see item 7 of this manual).
4) Introduction of the Presenters
The medals shall be presented by the CISM President (when he is present) or by his
representative (OCR), accompanied by the President of the Sport Committee concerned (PCSC).
The rank, name, country and function of presenters must be announced. Local authorities and
special guests can also be invited to present the medals and mascot.
5) Medal and Mascot (if applicable) Presentation
The Militaries athletes exchange a salute with the presenters, so the CISM President or
the OCR shall hang the medal around the winnerā€™s neck followed by a handshake. Then, the PCSC
and the military athlete exchange a salute, he presents the winners with a Mascot followed by a

handshake. The champions are required to wear the military uniform.
6) Raising of the National Flags and Playing of the Gold Medalistā€™s National Anthem
- The flag of the winner (1
st
place) shall be hoisted up the central flagpole, and those of
the second and third-placed competitors up adjoining flagpoles to the right and left of the central
flagpole at equal height, slightly lower than the central, championā€™s flag, looking towards the
arena. All flags should be of uniform size with horizontal orientation. New flags should be made
for each Games/Championships, as changes to nationsā€™ flags are common between the events. It
is advisable to designate a flag and anthem protocol expert within the Local Organizing Committee
(LOC), and to have each CISM member approve their flag and anthem to be used in Victory
Ceremonies.
- While the anthem short version is played, the medal-winners face the flags. Each
medal-winner is directly opposite his/her countryā€™s flag.
- It is recommended that the delegation flags are raised by people with proper training,
to ensure a smooth and level hoist up the flagpole.
For Winter Games: at competition events where only flowers are presented and the
medals are awarded at an Olympic Medals Plaza, no national flags are raised and no national
anthems are played. These two acts of protocol happen only when a medal is awarded.
7) Official Pictures
- Enough time for official pictures is expected. When authorities are invited for the
pictures, they shall be next to the podium and never in front of the athletes.
8) Exit of athletes and authorities
- the hosts/hostesses (militaries or volunteers) lead the athletes and the authorities to
the exit.
d. Important Remarks
- The Organizing Committee shall provide a Master of Ceremonies with an appropriate
knowledge about the sport discipline he/her is in charge;
- The Master of Ceremony has to announce the authorities and athletes in the proper way:
ā€œRank, full name, Force, Countryā€
Ex.: Major Karaca Baraca, from Belgian Army (or Air Force, or Navy).
- If some of them were medalists in the previous CISM World Military Games or Olympic
Games, it has to be mentioned:
ā€œRank, full name, from force, country, gold medalist in the 6th CISM World Games
in (sport) at (discipline)ā€
Ex.: Major Karaca Baraca, from Belgian Army. He was a gold medalist in the 6th CISM
World Games in 2015 in Track and Field at Triple Jump.
- If some of them broken/equaled the CISM Record, it has to be mentioned:
ā€œRank, full name, from force, country, in (sport) at (discipline)ā€
Ex.: Major Karaca Baraca, from Belgian Air Force. He broke/equaled the CISM World
Record in Swimming at 100 meters freestyle.

8. Death of a CISM Member during the event or when declared official mourning
In case of CISM member pass away during the CISM event or in any circumstances that was
declared official mourning the flags flying at venues may be lowered to half-mast for a period of
one to three days.
Should this happen, all Protocol Managers who have at their venues flags must lower them
to half-mast for the period of time stated by CISM or host country.
To put the flag in the half-mast position, the flag must be raised to the top of the flagpole
and then immediately lowered to the half-mast position. This means leaving from the top of the
flagpole an empty space which is in length equal to the shorter side of the flag (e.g. if the flag is 2
x 3m, a space of 2m must be left from the top of the flagpole).
For the flags flown from flagpoles at indoor venues, a black ribbon can be tied to the top of
the flagpole. The black ribbon will stay on top of the flagpole for the whole period of mourning
decided upon by the CISM and host country.
9. Flags at Night
Protocol shall observe some remarks regarding to the night period:
a) When specific lighting for flags exists, the lights are to remain on for the entire night;
b) If a venue is not open for spectators during the hours of darkness, existing ambient and
security lighting is sufficient and meets flag protocol standards; and
c) It is not feasible to remove the flags each night due to the labor requirements across
various Functional areas, cost, time, risk of damage, theft and margin for error when reinstalling
flags.
10. Flags in General
Flag Handling - Protocol dictates a certain etiquette when handling a flag, a nationā€™s
foremost symbol:
a) Flags should be folded when carried to and from flagpoles;
b) No flag should be in a position lower than another flag;
c) No flag should be smaller than another;
d) Flags should be securely fastened so as not to fall; and
e) When a flag visibly deteriorates, it should be replaced with a new one.
11. Anthem operations
Anthems play a key role in Games ceremonies. All Member Nations have to approve their
national anthem recording that will be played by the LOC.
The LOC shall only use the short approved versions. The approximate duration of such
recordings should be similar for all national anthems, not exceeding 1minute 30 seconds.
